Almost every Virginia traffic case is a general district court case. The summons the officer wrote sets a court date, and within days or weeks the case appears in the general district court's online case information system with a charge, a hearing date and — once the case is over — a disposition.
What happens in between is where most of the confusion sits. Paying the ticket online is not a way of avoiding court; under § 16.1-69.40:1 it is a plea of guilty, entered with the traffic violations clerk, and it produces a conviction the court reports to the DMV.
